Baseline Assessment – Global Disability Initiative Hub (GDI Hub)

Global Disability Initiative Hub (GDI Hub) is launching the Inclusive Infrastructure City Pilots, action-oriented projects designed to embed inclusion in real-world urban development processes. The first pilot will be implemented in Addis Ababa from 2025 to 2028, bringing together persons with disabilities, government representatives, and other city stakeholders to co-design a tailored Inclusive City Action Plan (ICAP).

The Global Disability Innovation Hub (GDI Hub) has contracted JaRco Consulting PLC to conduct a baseline assessment in Addis Ababa. The assessment involves collecting quantitative and qualitative data to establish a baseline for accessibility and inclusion across the city’s built environment, services, and infrastructure, with particular attention to intersections with climate resilience and gender. Data will be collected through a household survey and qualitative data through FGD and photo diaries completed by selected respondents.

The assessment will be undertaken in collaboration with local organizations of persons with disabilities, namely the Federation of Ethiopian Associations of Persons with Disabilities (FEAPD) and the Ethiopian Center for Disability and Development (ECDD).
