MONITORING, EVALUATION & LEARNING.

Effective Monitoring, Evaluation and Learning (MEL) enables organizations to understand what is working, measure results, strengthen accountability, and continuously improve program performance.

JaRco supports governments, development partners, NGOs, and private-sector organizations in designing and implementing robust MEL approaches that generate credible, timely, and actionable evidence.

We help clients track progress against objectives, assess performance and results, identify implementation challenges, and translate evidence into practical recommendations for adaptive management, organizational learning, and better decision-making.

BASELINE, MID-LINE, AND ENDLINE STUDIES

JaRco designs and implements rigorous baseline, midline, and endline studies to help development and humanitarian organizations establish benchmarks, measure progress, assess outcomes, and generate evidence for decision-making.

Using quantitative, qualitative, and mixed-methods approaches, we manage studies of varying scale and complexity – from research design and sampling through field data collection, analysis, reporting, and dissemination.

Our work goes beyond measuring indicators. We examine what the evidence means for program performance and provide practical recommendations to strengthen implementation, refine strategies, improve results frameworks and indicators, and inform future programming.

With extensive field research experience across Africa, JaRco delivers high-quality, credible, and actionable evidence that enables clients to understand what has changed, why it matters, and how programs can achieve better results.

Third Party Monitoring (TPM)

JaRco provides independent Third-Party Monitoring (TPM) services for humanitarian and development programs across Ethiopia. With extensive field experience and the capacity to deploy monitoring teams nationwide, we help clients independently verify program implementation, assistance delivery, beneficiary reach, and compliance -even in remote and hard-to-access locations.

Our TPM approach combines rigorous field verification, quantitative and qualitative data collection, digital monitoring tools, and robust quality assurance systems to deliver timely, credible, and actionable evidence.

From humanitarian assistance and post-distribution monitoring to program implementation and third-party verification, JaRco provides clients with an independent view of what is happening on the ground -strengthening accountability, transparency, risk management, and program performance.

Monitoring and Evaluation SYSTEM DESIGN

JaRco designs practical, results-oriented Monitoring and Evaluation (M&E) systems tailored to the objectives, operating context, and information needs of development and humanitarian programs.

Our support covers the full M&E system lifecycle – from developing results frameworks, theories of change, indicators, data collection tools, and reporting mechanisms to establishing processes for data quality assurance, analysis, learning, and evidence-based decision-making.

We also provide technical backstopping, capacity building, and hands-on training to strengthen the ability of project teams and partners to effectively manage and sustain M&E systems.

Recognizing that effective M&E must balance accountability, learning, and adaptive management, JaRCo develops systems that go beyond reporting requirements. We help organizations transform monitoring data into meaningful evidence that supports informed decisions, continuous learning, improved implementation, and stronger program results.
